Regular Review of Texas’ Dog or Cat Breeders Rules to be Conducted – American Kennel Club


Every four years, Texas state agencies are required to review each of its rules and consider whether they should be re-adopted, revised, or repealed.  The Texas Department of Licensing and Regulation (TDLR), the Texas state agency charged with carrying out enforcement of the state’s Dog or Cat Breeders Act, recently announced that it will begin its periodic review of the Act’s current rules.  Public comments on these review topics may be submitted by December 21, 2020.

Please note that this review is separate from the staff report and recommendation made to the Texas Sunset Advisory Commission to eliminate the Licensed Breeders Program, which is yet to be decided upon.

For its regular review, TDLR will assess whether the reasons for adopting or readopting the rules in this chapter continue to exist.  TDLR will review each rule to determine whether it is obsolete, whether the rule reflects current legal and policy considerations, and whether the rule reflects current TDLR procedures.

Written comments regarding the review may be submitted to TDLR on its website at https://ga.tdlr.texas.gov:1443/form/gcerules (be sure to select the chapter name “Licensed Breeders” for your comment).  Comments may also be mailed to Vanessa Vasquez, Legal Assistant, Texas Department of Licensing and Regulation, P.O. Upon its review of its rules and comments submitted, TDLR will publish any proposed changes to the rules, if any, in the Texas Register.  Those proposed changes will also be open for public comment prior to final adoption or repeal.

REMINDER: The next meeting of the Licensed Breeders Advisory Committee is scheduled for Monday, November 30, 2020, at 10:00 a.m. The meeting will be held via videoconference and will be broadcast live on TDLR’s YouTube channel. The agenda and staff reports (PDF) are available online.
